Dirk-Jan C. Binnema 30b8238522 tests: move to tests/, make optional 
While not recommended, sometimes it can be useful to disable building
the unit tests. This can be done now with
    meson -Dtests=disabled build

Dirk-Jan C. Binnema 2aa0d20f39 mu-logger: Add lock for file-logger and stress test 
Add a lock to the file logger and add a unit-test to stress test it.
(It does fail without the lock, and passed with it).

Should help for: #2469.
