Consistently use 'small caps'/\texttt{smallcaps}

Use 'small caps' when mentioning it in normal text. Use '\texttt{smallcaps}' when referring to the command.
Similarly for 'title format' and '\texttt{titleformat}'.

N.B.: There are no instances of '\texttt{titleformat}'.
